Indeed, the iPhone already has BLE but it needs to be in proximity of "something" in order for proximity detection to work. That "something" is a Beacon. There might be some Arduino shields or add-ons in the future that will support the iBeacon standards, but tight integration with the Arduino doesn't add any value as the beacons are typically passive anyways.
